and take it slow. northbound 95 at the fort mchenry toll plaza, a disabled vehicle taking up the right lane. some delays around the scene of a crash at edmondson avenue. harford road is closed near 152 because of a downed tree. 95 looks pretty good in harford county. 11 minutes on the west side outer loop. 11 minutes to go on the outer loop northeast side from 95 over towards the harrisburg expressway. southbound traffic is building. you can also see the fog. this is 95 at the tydings memorial bridge. looking good at the moment despite the fog. that is the latest on traffic pulse 11.

arrested, and convicted. if it was a normal citizen that committed homicide, there would be behind bars -- they would be behind bars. >> the three officers have been suspended. >> a kidnapping and sexual assault in baltimore county. a girl said she was abducted after she exited a bus on monday. police say kenyon waller and william campbell pulled up alongside the victim and forced her into the vehicle, drove to an alley and then sexually assaulted her. finally dropped her off at a nearby apartment complex. police say william campbell is responsible for abduction of a woman last tuesday. >> we believe these cases are

connected. the pattern is almost identical. both victims were accosted in virtually the same place. they had both gone off the same bus stop at were forced at gunpoint into a ford suv. the description of the vehicles are the same. >> both are being held without bail. >> the city saves a fire company from the budget ax. jennifer franciotti is live to explain. >> it is all because of the baltimore grand prix. truck number 10 sirs' this portion of baltimore. the mayor's office found $500,000 in overdue taxes from last year's grand parade. they will keep truck 10 open.

jennifer franciotti joins us live. >> it was rescued. the mayor's office announced truck company 10 will stay open in large part to the grand prix. truck 10 has earned the respect of the community it serves in west baltimore. it's known as the most decorated truck in the city and was part of the rescue efforts to save three children from this house fire back in may. when word came it was slated to close, this councilman heard from his constituents. >> everyone was concerned about the longevity of the truck. everyone in that neighborhood grew up with company 10 being there. >> truck 15 and squad 11 have already been closed, but truck 10 will now stay in service. the mayor said she was able to find additional funding for the fire department from overdue taxes from the 2011 grand prix and projected taxes amd fees from this year's event. >> i'm not a finance director

facility after three patients contracted infections. one of those patients died. the company has locations in other states. stay officials are joining with maryland to investigate. so for no additional maryland cases have been identified. >> charges are pending against a man after 40 animals were seized from his home. there was an anonymous call that he was not taking proper care of an assortment of channels that included a pig and said will . raccoonakes and skunks were removed in august. >> most of the animals did not have access to fresh food or water.

>> was i neglecting them? absolutely not. i was not neglecting them. i was going nonstop taking care of the animals. my neighbors would say they see me all day long taking care of the animals. >> the confiscated animals will be placed in new homes. >> a local lawmaker says the time to -- he wants establishments shutdown which he says allows patients to gamble. he claims the machines are somewhat to the video machines found in the casinos. he says the state and businesses are losing out on monday.
